THAT the agenda be accepted as amended. Item 3 (Sale of Land) was removed from the Closed Session.

THAT the Committee of the Whole Minutes dated August 10, 2021 be accepted as presented.

THAT Council receives the Financial Report from the Treasurer to August 31, 2021, as information.

THAT item C. Specified Staff Authorities of Delegated Authority By-law 94-2020 be amended to include delegation of authority to the Treasurer or his/her delegate to undertake actions related to the cancellation, refund, reduction, or increase of taxes under Sections 354, 357, 358, and 359 of the Municipal Act, 2001 and the apportionment of unpaid taxes in accordance with Section 356 of the Municipal Act, 2001 with the exception of applications made under 357(1) (d.1).

THAT staff be directed to bring a By-law forward delegating authority to the Assessment Review Board for applications made under Section 357(1) (d.1).

THAT the Town of Carleton Place request the County of Lanark to amend By-law 2015-30 to permit Off Road Vehicles on Townline Road between the OVRT and McEwan’s Gas Station; and THAT Staff be directed to include an access from the OVRT to the Farmer’s Market parking lot in the draft 2022 budget.

THAT Committee authorize staff to execute a Pre-Servicing Agreement with 1384341 Ontario Ltd (Cavanagh Developments Ltd.) for the construction of the Stormwater Management Facility in Captain A. Roy Brown Park; and THAT all works associated with the stormwater management facility within Captain A. Roy Brown Park, including landscaping works, be completed by no later than June 30, 2022.

THAT Council direct staff to provide correspondence to the County of Lanark consenting to the proposed amended draft plan for the Mississippi Shores subdivision, subject to the following additional draft conditions: That the Dolan Street extension be recognized on the final subdivision plan; That a new purpose for Block 209 be provided to the Town and that the lands be recognized as such on the subdivision plan; and That the Subdivision Agreement to be executed with the Town include the requirement for no-parking zones on one side of all streets where townhomes are proposed to be built on both sides of the street.

THAT Council direct staff to proceed with the statutory notification process in accordance with Section 31(3) of the Ontario Municipal Act for the repeal of By-law 37-84, the designating by-law, for the property known as 274 Bridge Street, known locally as the Nichols House.

THAT the Information Listing dated September 7, 2021, be received.

THAT the Committee move into closed session at 9:10 p.m. to discuss matters subject to: Item 1 a position, plan, procedure, criteria or instruction to be applied to any negotiations

THAT the Committee return to regular session at 10:09 p.m.

THAT the meeting be adjourned at 10:12 p.m.
