THAT the agenda be accepted as presented.

THAT the Committee of the Whole Minutes dated March 22, 2022, be accepted as presented.

THAT Council accepts the Carleton Place Wastewater System 2021 Annual Report as information; and THAT the report be made available to the Public via the Town’s Website.

THAT the 2021 Development Activity Report Card by the Director of Development Services dated April 12, 2022 be received as information.

THAT Council directs staff to provide comments to the County of Lanark endorsing the delegation of authority for “non-contentious” consent applications to the County Planner; and THAT Council directs staff to request the delegation of authority for all consent applications within the Town of Carleton Place to the local municipality.

THAT Council directs Staff to execute the Amending Agreement to recognize an extension of two (2) years to the development approval issued for 150 Mill Street, known locally as McArthur Island.

THAT staff be authorized to proceed with the repairs to the Tennis Court in 2022; and THAT the project be left unfunded at year end and be included in the 2023 budget.

THAT Council directs the Clerk to issue a letter of non-objection for the temporary patio requests received from businesses within the BIA that are subject to section 153 of Regulation 746 made under the Liquor Licence and Control Act, 2019 for the Downtown at Dusk event taking place on April 28th from 5:00 p.m. to 8:00 p.m. subject to the following conditions: THAT the applicants provide an insurance certificate naming the Town as an additional insured for the duration of the event; THAT a site plan be submitted to the Town indicating how the licensee will demonstrate sufficient control over the physical extension of the licensed premises.

THAT Council accepts the CAO’s Delegated Authority Report dated April 12, 2022 as information.

THAT the following Committee and Board minutes be received: BIA Board - February 16, 2022 Childcare Services - February 7, and April 4, 2022 Environmental Advisory Committee - January 10 and February 7, 2022 Urban Forest River Corridor - February 23, 2022

THAT the following information items be received as information: MVCA - AGM Minutes and Board Summary February 16, 2022 County Council Media Release - March 23, 2022 Integrity Commissioner Annual Report - March 25, 2022

THAT the Committee move into closed session at 7:49 p.m. to discuss matters subject to: (b) personal matters about an identifiable individual, including municipal or local board employees (Item 2); (c) a proposed or pending acquisition or disposition of land by the municipality or local board (Item 1); AND THAT Diane Smithson, CAO and Stacey Blair, Clerk, participate in the video conference.

THAT the Committee return to Regular Session at 8:19 p.m.

THAT the meeting be adjourned at 8:20 p.m.
